What would be the Financial Impact to States and Counties if PL 106-393 is not Reauthorized?
The potential impact on each state and forest county, if PL 106-393 is not reauthorized is summarized in three sets of data:
-
Estimated Impact by State of the Loss of Funding, if PL 106-393 is not Reauthorized (XLS)
Estimated Impact by Forest County in each State, if PL 106-393 is not Reauthorized (XLS)
This data is broken down by contributing National Forests in each county.
-
Analysis of Payment Reductions in both PILT and PL 106-393 Payments, if PL 106-393 is not Reauthorized (XLS)
This data table shows the combined effect that would result if PL 106-393 is not reauthorized PILT contributions would be redistributed to participating states. This data table shows in column "C" the adjustments in PILT funding that would result from PL 106-393 not be reauthorized. Column "F" shows the projected reduction in 25% Forest Reserve payments that would result from PL 106-393 not being reauthorized. Column "G" shows the net combined effect of changes in PILT and 25% U.S. Forest Reserve funds. As you can see, all states (except Michigan, Minnesota, and Puerto Rico) suffer reductions in funding from the failure to reauthorize PL 106-393. This data indicates a much broader group of stakeholder states and counties when one takes into consideration changes to PILT funding created by the non-reauthorization of PL 106-393. (These tables are based on 2003 data, which will closely approximate 2004 and 2005)
